The Shrine unlocks in the Stone Age. It brings Faith to every home within 4 tiles, which lets houses reach level 3 once they have every earlier need. It employs 1 worker. Its upkeep is 0.9 gold per minute; with an empty treasury it runs at half strength.
Upgrades
Once it is finished, tap it and choose Upgrade to raise it a level, up to level 3. You pay up front; the work then takes a while, shown by the same bar as construction, and the Shrine keeps working at its old level meanwhile. From level 2 it wears its level on a wooden plank with carved tally notches. How upgrades work.
