The Stadium unlocks in the Modern Age. It brings Culture to every home within 9 tiles, which lets houses reach level 6 once they have every earlier need. It employs 8 workers. Its upkeep is 9 gold per minute; with an empty treasury it runs at half strength.

Upgrades

Once it is finished, tap it and choose Upgrade to raise it a level, up to level 3. You pay up front; the work then takes a while, shown by the same bar as construction, and the Stadium keeps working at its old level meanwhile.
